Autovalutazione delle scuole e valutazione esterna a confronto : indicazioni e spunti di riflessione

With the entry into force of Presidential Decree 80/2013 which established the Italian National Evaluation System, all schools draw up a Self-evaluation Form. Some of them receive an external evaluation vis-it by a team of evaluators. Self-evaluation and external evaluation share the same framework of the reference that outlines the areas subject to evaluation in respect of which schools are called both to evaluate themselves, by attributing a judgment to themselves, and to be evaluated, by receiving a judgment expressed by an evaluation team. This contribution discusses the balancing models between self-evaluation and external evaluation in different education systems, il-lustrating their constraints and opportunities through a meta evaluation approach, aimed at investigating the validity of schools' evaluation processes.
To this end, the authors illustrate a study carried out on a sample of Italian schools aimed at verifying whether and to what extent the judgments expressed by the external evaluation teams are consistent with those that the schools self-attribute when compiling the Self-Evaluation Report. Finally, the authors reflect on the implications of the illustrated results, calling for a rethinking of the relationship between self-evaluation and external evaluation with a perspective to developmental and cooperation.
