This paper defends two claims. First, environmental displaced people - especially if fleeing from submerged territories - must be seen as proper refugees, and as having a right to permanent relocation, in order to compensate them for having their right to residency violated. Second, if environmental refugees have right to permanent relocation, then standard states' territorial rights are challenged. [Publishers' text].
