La povertà energetica in Italia

La povertà energetica è un fenomeno che interessa mediamente 2 milioni di famiglie nel nostro Paese, con un'incidenza differenziata tra Nord (minore) e Mezzogiorno (maggiore), nonché tra città (minore) e campagna (maggiore). Il peso rilevante dei costi per il riscaldamento delle abitazioni, pari in media a due terzi delle spese energetiche domestiche, ha orientato l'attenzione delle politiche di contrasto verso le esigenze di riscaldamento invernale, anche attraverso interventi volti a migliorare l'efficienza energetica degli immobili. D'altro canto, il cambiamento climatico in corso suggerisce la necessità di politiche di adattamento anche in relazione a fenomeni climatici estremi, come le ondate di calore. In questo lavoro si evidenzia l'eterogeneità del fenomeno sia nella sua dimensione spaziale sia sociale, e si presentano alcune prime evidenze sulla necessità di politiche per il raffrescamento estivo. Energy poverty is a phenomenon that affects an average of 2 million families in our country, with a differentiated incidence between the North (minor) and the South (major), as well as between the city (minor) and the countryside (major). The significant weight of the costs for heating homes, equal on average to two thirds of domestic energy expenses, has directed the attention of contrast policies towards winter heating needs, also through interventions aimed at improving the energy efficiency of properties. On the other hand, ongoing climate change suggests the need for adaptation policies also in relation to extreme climate phenomena, such as heat waves. This work highlights the heterogeneity of the phenomenon both in its spatial and social dimensions, and presents some initial evidence on the need for policies for summer cooling. [Publisher's text]
