The most apparent evidence that characterizes the current phase of globalization is the accelerated change and, consequently, the overlapping of risks as well as problems involving socio-institutional aspects and dynamics, in all their segments. Difficulties in remedying this situation highlight the real distance between decision-makers and society. Thoroughly defining the problem, its manifestations and overlaps, constitutes the main obstacle for a possible behavioural and regulatory normalization. The main emerging risk is ultimately the dissolution of the very idea of the system and its concrete definition.[Publisher's text]
