The paper, using the Italian and French examples, explore the crisis of the territo- rial project, and its relationships with the institutional framework - local authorities, intercommunalities, metropolises. The project combines contributions in part contradictory. The inhéritage of the decentralization policies is minored by the return of the State in the territorial and metropolitan reforms. But the local plani fication conflicts reactivate somehow the post-war militant experiences. [Publisher's text]
