The essay points out the transformation of the powers of the presidency of the republic and those of the prime minister in relation to the crisis of governability begun in the Seventies. The basic hypothesis is that the main legacy of the 1980s, the principle of charismatic leadership, working in political power relations and in election campaigns, has remained very weak when the leader became prime minister, because of missed institutional reforms that ought to have accompanied the transition between first and second republic.
