Scegliere tra pace e guerra nella monarchia spagnola al tempo di Filippo II : la rivolta genovese del 1575 come caso di studio

In questo saggio è affrontato come caso di studio il processo decisionale che, tra l'aprile e il luglio del 1575, portò Filippo II ad autorizzare i nobili vecchi genovesi a prendere le armi contro la repubblica per risolvere la contesa con i nobili nuovi, saliti al potere a seguito di una rivolta popolare avvenuta alla metà di marzo. La documentazione pervenutaci consente di ricostruire nel dettaglio sia la fase informativa, sia quella consultiva, demandata al Consiglio di stato, sia quella decisionale, che venne gestita nel massimo segreto da Filippo II e dal suo segretario Antonio Pérez. La possibilità di illuminare, almeno in parte, quello che Arndt Brendecke ha definito il "black box of decision-­making" permette di confrontare i risultati del caso di studio con alcune tendenze della storiografia sulla monarchia spagnola del cinque/seicento, che negli ultimi quarant'anni ha cambiato a più riprese punti di osservazione, concetti chiave e visioni d'insieme. The author of this article examines, as a case study, the decision-­making process by which, between April and July 1575, Philip II authorized the "old" nobles of Genoa ("nobili vecchi") to take up arms against the Republic and to resolves their dispute with the "new" nobles ("nobili nuovi"), who were in power following a popular uprising in mid March. The documentation that has come down to us allows us to reconstruct in detail not only the information gathering phase and the consultative phase, which was entrusted to the Council of State, but also the decision ­making phase, carried out in the utmost secrecy by Philip II and his secretary Antonio Pérez.

The possibility of illuminating, at least in part, what Arndt Brendecke has called the "black box of decision-­making" allows us to bring the results of this case study to bear on some recent trends in the historiography on the Spanish monarchy of the sixteenth and seventeenth centuries, which in the last forty years has changed its perspectives, key concepts and overall visions repeatedly.
