This paper aims to understand role, functions and limits of Unesco's cultural action in the framework of the international cultural relations, with reference to the period from mid-Seventy to nowadays. The diachronic approach shows the development of concepts, guiding principles and implemented programs and the connections between them and the changes occurred in the international system. Eventually the paper demonstrates that, although still under-researched and not exempt from critical points, the organization is a sort of key-player in the field of multilateral cultural policies.
