The problem with social security is intrinsically linked to welfare policies. Where social rights aren't guaranteed at least minimally, it is also jeopardized the enjoyment of political rights and social security diminishes drastically. Consequently, the issue of welfare, of its efficiency and of its systems is connected to the social security. In this paper we analyze the main definitions of welfare and the spread in some European countries.
