The lex Iulia de civitate granted citizenship to the Latin peoples and alliesloyal to Rome, as long as they accepted Roman law. The lex Plautia Papiriawas a law dealing with a specific issue, which supplemented the lex Iuliaand by which citizenship was granted only to adscripti of cities allied toRome, who were not domiciled in them. From the examination of variousclues, the month of the passing of the lex Iulia is identified as December 90B.C.E., and January 89 B.C.E. as that of the passing of the lex Plautia Papiria.
